THE ICS ANNUAL INTERNATIONAL CONFERENCE

The ICS Annual International Conference (ICSAIC) is not held under any constitution.

No decisions are made and no voting is carried out at the ICSAIC.

 

Under the conditions laid down under Article 1 of Commission Decision 92/354/EEC

"The organization or association which maintains the stud-book of the origin of the breed must ensure close collaboration with the organizations and associations which maintain stud-books or sections of a stud-book of the same breed, particularly with a view to avoiding any dispute".

As the organization which maintains the stud-book of the origin of the breed for the Irish Cob,

the Irish Cob Society Ltd (ICS) aims to ensure that this legislation is complied with

by arranging for an ICS International Conference to be held on an annual basis.

 

MISSION STATEMENT

1. To ensure continuity of proper legal linkages and correct stud-book documentary procedures between all approved or recognized Irish Cob breed stud-book keeping organizations, in order to allow free movement of Irish Cobs between EU Member States in conformity with EU legislation. 

2. To ensure that all organizations and associations which maintain Irish Cob stud-books are aware of and respect the national legislation under which approvals to maintain stud-books are granted in each member state.

3. To ensure that goodwill is established between all organizations and associations which maintain Irish Cob stud-books.

4. To ensure consistency in the judging and inspection of Irish Cobs on a universal basis.

5. To ensure that the inspectors and judges appointed by organizations and associations which maintain Irish Cob stud-books are competent.

6. To investigate the possibility of establishing an International Irish Cob Breeding Programme, which shall include the use of semen, ova and embryos in compliance with EU legislative requirements, in relation to Zootechnical and Genealogical conditions.

MAIN AIMS OF THE INAUGURAL

ICS ANNUAL INTERNATIONAL CONFERENCE

 

1.  To give the opportunity, to all organizations concerned with the breeding of Irish Cobs, to come together in one place and openly discuss the situation of the Irish Cob breed and Irish Cob breeding organizations in the countries represented at the conference.

2. To encourage open discussion between all concerned in an effort to prevent disputes caused by misunderstandings or lack of knowledge or awareness of EU or national legislation etc.

3. To explain the ICS Principles and Commission Decision 96/78/EC - the EU legislation which controls and governs the entry and registration of equidae into EU recognized and approved Irish Cob Stud Books.

4.  To initiate discussions, in relation to the synchronization and standardization of systems and methods used to train Irish Cob inspectors and judges, on a universal basis.

5.  To initiate discussions in relation to the requirements of the different organizations in relation to selective breeding programmes.

 

 

RESULTS OF THE INAUGURAL

ICS ANNUAL INTERNATIONAL CONFERENCE

 

It is hoped by the ICS, that the overall results of the Inaugural ICSAIC have been, that all the organizations represented at the conference, will have a clearer understanding and appreciation of the following:-

 

(1)  That the ICS Principles - in relation to the Stud Book Divisions and also, the criteria for entry and registration of equidae into all EU recognized and approved breed stud books, must reflect the decisions of  the Commission, which are laid down in Commission Decision 96/78/EC.

(2) That EU trading entitlements and freedom of movement legislation apply equally to all approved and recognized organizations

 irrespective of the number of equidae registered by the approved and recognized organizations.

 

The ICS would like to thank everyone who made time to attend the conference.

It is only by getting together and all of us showing a willingness to talk, listen, learn and understand, that all our organizations can move forward without misunderstandings or disputes, for the better of our Irish Cob breed.
